The U.S. Army Corps of Engineers (Corps) is proposing the construction of channel improvements along Florin Creek from Highway 99 to just downstream of Franklin Boulevard.
The construction of this project is anticipated to begin in spring of 2015 and should be completed in 2016. Depending upon the location, the proposed construction activities would include channel widening and concrete lining, installation of floodwalls and sheet piles, and constructing new maintenance access roads/ramps. These improvements, in conjunction with a separate upstream detention basin being constructed by SAFCA, will increase the channel capacity and enable the conveyance of 100-year event flood flows within the channel. This public safety improvement project will reduce the risk of flooding in the area during extreme storm events and ultimately provide financial relief to several-hundred property owners currently subject to mandatory, high-cost flood insurance.
SAFCA has issued an Initial Study (view document) with the intent to adopt a Supplemental Mitigated Negative Declaration for the project. Comments on the Initial Study must be received by May 6, 2014.
